It wouldn't shoot out of the filler neck but rather exit via the overflow tube.

I always thought that was simply the gas-tank's vent tube. Not designed for overflow, but for venting air for pressure equalization. If the vent tube is blocked, sure, pressure inside the tank can build to the point where gas would come out in places. But that is not due to the gasoline itself expanding. That is due to an improperly-maintained car.
