The CME is NOT CUTTING the fee's for outright ES and NQ trades. Only rollover, i.e. calendar spreads. There are also some fee cuts in ED futures, a contract that despite being the world's volume leader trades little on Globex. (It's the LAST RTH, exclusively open-outcry financial contract left). Thus IB won't be saving much money by the new fee structure. Certainly nothing that demands any type of commission cut.
