My neighbor says that their forecasts are amazingly accurate, even as much as six months out. He also says that the Physicist who runs the company bases his models on solar activity and believes we're about to undergo a long stretch of global cooling.

That would be Piers Corbyn. He has established a pretty good track record using solar energy and cycles to predict weather. And, you are right, he is looking for a cooling cycle.
