I read his note. He said they had symptoms. Likely they called their doctor who arranged for them to get tested at home. Pretty much what happens in the US if you have legit symptoms.
Do not know who has the test kits. In the last press conference of Mike Pence, he said there were 1,000,000 test kits available and another 4,000,000 test kits to be released to the states. So, I guess the governors of each state has control over the test kits?
