The lawyers will get the biggest chunks then the upper management of the funds will get nice bonuses. Not even mom & pop investors of the funds will see anything, maybe a few pennies.
As for scalpers and traders, specialists can outright break a law with manipulating your trades and there is NOTHING you can do. You can try calling but they will come up with a bunch of BS excuses, claiming "best price" most of the time.
