It can be argued that the welfare system in the U.S and many other countries has created an entire class of women who will do nothing but serially reproduce - without men- such that they are home with a newborn or recently born offspring for decades.

Doesn't take anywhere near six months, or even six weeks to recover from childbirth, and you didn't address the more important question of who pays for the leave of absence. Actually the more responsible people are not have children, and should be rewarded with being in the best tax bracket. Those having kids should be taxed more as it is that group which is contributing to over population, which is the main driver of climate change, world starvation, pollution, poverty in general and a host of other problems.
