I work for Bonneville Power Administration which is a government agency that markets power to the Pacific Northwest. Oregon summers are pretty mild and with the spring runoff powering our rivers and dams we have a lot of excess power to sell. We typically sell that power to California in the summer at a nice profit.

They deal in MegaWatts. A public power authority isn’t going to be able to be a merchant power marketer on the scale of a privately owned generator, and I’m sure CAISO is more than pleased to buy their excess power during Summer (they are quite fortunate TBH).
Agree but let's not leave out BPA. They are more than pleased (and quite fortunate) to sell their excess - especially if it is above what their own market will bear.
