The Ruski pols don't do favors, they manipulate. Maybe they realize that global warming was an urban legend and the Arctic is freezing over again. With their over production of their existing oil wells they need to find some new fields soon. Somehow they must need our help to do this.

I see some merit in what ur saying but how does a stronger USD help them? It only serves to make oil cheaper which hurts them financially...
