Australia is open now but the volume is still very low..

be careful trading these "Sunday" moves.. once liquidity returns with Europe session could easily see any gains reversed within minutes
 
fx brokers set their own hours including holiday closures

Oanda offers 24/365 trading tho there's usually no trading on Saturdays
trades are sometimes made quite early on Sunday, but
the spread on the euro for instance might be 10pips, dropping as it gets
closer to the Asian open to .9 the usual rth spread

If we assume that you were referring to 1.40pm on the east coast of the USA (although you could have been referring to 1:40pm EST in many other countries), then the day / time in Wellington was Monday 7:40am.
