futures price on tv

In the morning on Fox News, CNBC, etc., they show the s&p 500 futures change on the bottom right of the screen. I know the current price is from the overnight session, but are they basing this change from the previous day's 4:15 EST closing price?

Yes, the CNBC futures numbers show the change based upon the closing price at 4:15 PM EST the prior day.
