Is there a platform that allows placing pending orders based on TIME and NOT price.

Example: SELL Emini S&P 500 at 2015-Nov-15 02:50 CST

Interactive Brokers has a conditional order that allows time based entry/exit.

TT supports Timed Orders.

To enter a TT Timed order:

1. In the the MD Trader® or Order Ticket widget, choose the contract to trade.
2. Enter the desired order quantity and price for the synthetic order.
3. Select TT Timed for the Order Type.
4. Enter the desired Timed order details parameters, and click OK.
5. Specify the TIF for the exchange-native child orders submitted by the TT Timed algo.
6. Click Buy or Sell to submit the order.

For example, suppose you want to submit a Limit order at a price three ticks away from the Last Traded Price that would be canceled if it is not filled by 14:00 local time. You can do that on TT.
