I think ET should give incognito 'moderator-administrator' abilities to well known and respected members who peruse the site on a daily basis.
Also add a 'test' like form to be filled for new members with questions regarding good behavior, courtesy and relevance to subjects posted. Something long enough to make it a pain in the ass when having to get a new alias every 5 minutes.

I have probably used it 100 times and it was probably ignored at least 40 times. And a number of my comments to that effect are existing in threads on ET.
Gone almost immediately? Try actually doing it on ET rather than in your hypothetical head.
Amazing how many people confuse "I disagree" with actually having a clue
