quote lag, take a while for orders to appear in TWS after submission. i place order to sell @ 3.9 on some low volume nasdaq stock (it was the best offer at that time ) and it takes about 30 sec for order to appear.
takes sometimes 2-5 min for data to appear, after you type ticker in TWS.
