From my brief research it appears that some company has made a screener and that several of the web portal sites are private labeling it:
Yahoo, MSN, perhaps SmartMoney, etc.
if you are willing to pay something then you can look at Zacks, which starts at roughly $1k a year. It is more flexible that the portal ones, and you can select line item statements.
If you want the best fundamental screener on the market, in my humble opinion, then you're talking CapitalIQ. And that will run you a minimum of $10k annually. I think it is better than Bloomberg.
