Anyone can be a CEO, in many parts of the world it doesn't cost anything to create a company and appointing yourself as the CEO takes seconds. So this doesn't say much.
You're also forgetting that while $200 per month is nothing in the west, in most of the 3rd world it's a normal salary. It's not like that job requires much of anything but time. I know people who do much more demanding jobs, work 12 hours a day and get less.
