I disabled KOSPI in the system after your post. I went to TWS to try to place a trade in KOSPI and KOSPI_mini and I didn't get the trading restriction warning that I usually get with restricted futures. The date on the CFTC page says 2/15 but does it apply immediately?

If you tried this on Friday March 1st I wonder whether your order was actually executed? The stock exchange was closed that day.
The market was closed. But someone here told me earlier that I could check by using the "Check margin" option for a trade and that seems to work for me for figuring out what is treadeable and what is not, even when the market is closed.
I am not sure whether the "what if" function actually checks whether you are allowed to trade that instrument. As far as I know will it only calculate the impact of the trade on your margin, irrespective of whether you are allowed to trade it.

Even though the expiration date was more than 20 days out, I was surprised to see 0 volume. I placed a reasonable limit order, and there was absolutely no response. I placed a "Request For Quote", as advised by the interactive brokers customer service, but no dice. I was afraid to place a market order, as I was afraid someone was going to rip me off. IB customer service said I might have to call the IB trading desk to work something out or alternatively call the exchange! Finally I did a snap-to-market order, and it filled at a reasonable price. My question is, what if this happens again and I don't get filled? What would be the result?

I'm not trading this one, but on CME it says FIRST NOTICE\FIRST POSITION\FIRST HOLDING for March (last trade 28 MAR) is around Feb 26, so I'd try to be out of that contract probably by Feb 20-24..
Also IB says to be out by Feb 26:

Although, it's interesting what's gonna happen if the position is not closed by the user, i.e. IB should then close it automatically, but at what price that's the question, and what if there's no volume, how will they sell it..?

Great, thanks for the link, Kernfusion. I have to be more vigilant of this. I was just assuming that 20 days out from the official expiration date, I should not have had a problem.
These FNDs apply to all physical deliveries which includes most bonds.
Don't worry someone will buy it- someone who can take delivery if required. You might not like the fill though!!

I know that many of us on this board use the python project ib_insync to trade through IB.
Sadly, it looks like the project manager, Ewald de Wit, has passed away.
There a discussion on reddit about it and his github profile says he is dead and all his projects are now archives.
Fortunately, ib_insync works even if you don't update to the latest version (I avoid updating as long as things are working--why fix what isn't broken?), but that may not always be the case.

There is also a discussion ongoing at the TWSAPI group (over at groups.io ) about this topic. There they don't speculate about what might have happened to Ewald, but more on keeping the library "in the air" and up-to-date.
