arca -10$ for nonpro,30 for pro.
the only place i know, where arca fees is not charged per user\per account is IQfeed. but they suck anyway, since they did not provide cumulative size on bid\ask , so difference compared to let say IB quotes on L1 bid\ask sizes, is very significant.

Their lightning fast desk top trading software is free. Broker assisted trades are free. OK, their very good option trading seminars, workshops are also free.
What is NOT free? Just their very competitive commission.
