Update, to solve issue (1) above (assuming you run windows):
control panel > remove programs > multicharts > choose "repair" option when running the uninstaller. This solved problem in my case.
Problem (2) still unresolved (and also data takes forever to load into a chart); probably an issue between IB data feed and multicharts (?)
Your issue with chart loading is not directly a problem with MC, it is a data limitation for API's with IB data. [MC-64 using 3rd party data works very well,]

When I initially received Pacing Violations [long before MC.net-IB], I contacted MC and researched the IB website. MC's comments:

Interactive Brokers has some data request limitations.
1. A single data request cannot return more than 2000 seconds of historical data at once;
2. IB API processes only 60 requests per 10 minutes.
If a large amount of data is requested in MultiCharts, a "Pacing Violation" message will be shown in the Event Log of QuoteManager window.
It means that the amount of the requests for data exceeds the limitation set by Interactive Brokers.
To avoid this situation, please request less data. It is not recommended to request more than 1 day of tick data at once from Interactive Brokers in order to avoid this problem in the future.
In case this error occurs, it is recommended not to request more data in MultiCharts and not to change data range for existing charts for at least 10 minutes. Alternatively, IB Trader's Workstation can be restarted.

FYI, I have noticed that 5 sec charts & T&S's tend to create pacing violations when opened simultaneously with intra-day, historical charts i.e. opening a workspace with multiple tabs, charts, symbols in quotemanager.
As a workaround, I only open T&S's, 5-sec charts after all other charts have loaded and back filled when using IB data.
When reloading charts, I wait 10-seconds between "ctrl-R's"
Regarding MC.net-IB, it is still in Beta so really no reason to be upset at this stage,
I grant you, the Pacing Violations are a nuisance, lets see if MC/IB negotiations lift the restriction. If so then I see the value in obtaining MC-IB in addition to my licensed product, if not I don't see it.
For long term analysis, I do not use IB data and subscribe to a data feed.
