It's basically a hydrogen car. It says so right in the video preface.
Honda has a fuel cell car in California that they've been leasing to customers for a couple of years. The problem is that they cost approx 700k to produce at the current time. Fuel cell conversion vehicles are highly sophisticated, and the raw materials needed to complete the necessary tasks are monumentally expensive.
As an aside, if they do get the cost of production down on such cars using water, they'd be better damn sure that the cars are going to be able to use scrap water, and not potable water, or we'll all be screwed.

Jun. 13 - Japanese company Genepax presents its eco-friendly car that runs on nothing but water.
The car has an energy generator that extracts hydrogen from water that is poured into the car's tank. The generator then releases electrons that produce electric power to run the car. Genepax, the company that invented the technology, aims to collaborate with Japanese manufacturers to mass produce it.
