The NCAA already has a rule that a trans can't compete in women's sports until at least a year of testosterone removal therapy, but obviously there is some retained advantage in musculature and stature anyway.

Interesting but not relevant, the NZ team first trans athlete finished last, in weight lifting... Shows that technique and mind work are number one but a bigger man would just have won.
Perhaps Hubbard was too old starting the hormones to get the psychology under control.
