Foreigner can lease a CME seat?

I came from china.Each month I trade Emini above 20000 contracts.I'm interesting in lease a CME seat for for electronic screen based traders.It will save a lot of commisions.I have two
question:
1.I'm a foreigner can I lease?
2.Any brokers branchs in hong kong or china can assist me complete Application?
