They bring it to the crowd. Arbitrage.
Capitalism allows you to buy something,
With money you have earned somewhere else.
If all the in between transactions have been fair,
Then you've earned what you've bought.
So moral of the story

Or it's simply a transient one that will soon be arbitraged.

Ehh I don't know how much I agree with the first part of your post. They're selling the advantage of trading in a fair market, if that's what you mean.
You cannot colocate with them. It's simply a matching engine with miles of fiber optic cable in front of it, removing the possibility of latency arbitrage.
They want to use NMS to force their "speed bump" on the whole market, and then sell you a speeding waiver if you use their smart router. Just another rent-seeker trying to make a buck by making the market worse, dressed up as usual with some feel good marketing.

Worse for HFT, and no one else. The idea of IEX is much more than a speed bump.
I don't see how a vastly tighter bid/ask makes the market worse.
You don't need collocation because your a Sim Trader...say it out loud to yourself.... I am a Sim Trader.
