This Brown fellow is what they call a fencepost tortoise.

When you come across a fence post with a tortoise balance on top, that's called a fencepost tortoise.

You know he did'nt get up there by himself, he definitely does'nt belong up there, he does'nt know what to do while he up there and you have to wonder what kind of idiot put him up there in the first place (thanks Blair)
