Floor deals or what??

Sometimes I can see a big big deal deal in Time and Sales that does not affect the Level 1 lots...according to exchange rules every deal should be printed in TAS.. but it will not affect any of market partisipants cause it was made by floor brockers- marketmakers-specialist on the floor of nyse. Am I right or those deals appear from somewhere else???

It can be a MANUAL crossed order, when a floor broker has both buy and sell orders for the same security. In this case the broker doesn't have to publish his interest, so it won't be quoted.
