Not at InteractiveBrokers. Mimimum account is $10,000 ($5,000 for IRA or customers under 25).$500 bucks can open an account to trade investment grade or high yield bond etfs.

I think he is correct. Most people do not have money, as simple as thatI guess you are speaking from experience and referring to yourself as part of the 90%.
