Yes is true, Black Eagle is offshore BD but also have US fund, but is not US BD so very different relationship for traders in US since not BD, can't charge different commissions, etc.
I have traded with Black Eagle for many years and am very happy, have known owner for many years (even before Black Eagle exist), have referred others too who are very happy with them but of course I understand concerns with offshore prop firms.
