I think its cause all the huge banks have been swallowing up smaller banks for (almost) free.

means to me there may still be some greed and stupidity to get washed out of the market when the next bank or financial fails right after the bail out gets passed and the whole world knows we are f#cked because the bail out won't do shit and won't work.
