If the "financial institutions" you refer are the "bullion banks", it is logical to think Q2 earnings would include long oil profits, and Q3 profits are kicking off with short bullion profits. The oh so transparent earnings reports, I'm sure will confirm. LOL
The take-away question is will upcoming, newly designed regulations and oversight, which includes regulated and unregulated markets and instruments in addition to market participants and firms, is the end-game for the "speculation" as-is.
