The Murtha Doctrine points to Beirut and Somalia as examples of sound foreign policy, i.e. when the enemy attacks you, you need to “change direction.” Specifically, you need to turn around and run the other way. But this is not “cutting and running.” This is simply not “staying and paying.” And there are many countries we can run to where presumably we can pay a lot less to stay.
