The Fed publishes its balance sheet on its public operations and yes, the Fed does in fact return 95% of the interest it collects from the government to the treasury. It's not the public operations that provides their windfall -- it's the private. Imagine for a second being the controlling provider for all sorts of debt, being able to generate that debt from banging on a keyboard, and then controlling the interest that is charged on that debt. Sit and think about that for a second because that's how much power the Fed has. The FED, ECB, and IMF are the most powerful institutions ever known to man and all they do is reach into your pocket and steal your money and you don't even have a clue they are doing it. Now that's power.
