The TARP, in and of itself is NOT enough to "salvage" the system. That is why the Fed has been making loans to the banks (my bad - they are "swaps" for crappy MBS - you can see this crap on the Fed balance sheet - posted every Thursday after 4:30 P.M. Eastern)
