The NSA director has no authority to unilaterally release intel on an individual. It needs to come as part of a court approved warrant. That would/could arise as part of an FBI investigation unless the FBI is corrupted. But, indeed, a special prosecutor should go down that road, in a lawful manner.

In truth I’m not concerned about any of it. All of it has been investigated, even the stuff that is preposterous, and is still being investigated to some extent. I’m not sure what you’re saying any of this amounts to on its own or together either.
