Maybe they don't think they need to hide.
I was asking a cop friend a while back where he hides to give out speeding tickets. His answer: "You don't need to hide."
There are so many people doing it, you figure that the finger will never get pointed at you. Sort of like walking around not-so-nice section of a city. You know people do get mugged periodically, but you always figure it won't be you, because there are so many people for the crooks to choose from.

The thing I can never get over with these guys is their greed. Once they get their millions, and see the jig is up, why not just disappear with it? Fund a nice little bolt hole somewhere "just in case". Instead they go on and on as if it'll never end.
