As far as i understood, animation takes place in a distant future, where society is divided like that to extreme. Those who causes too much trouble (poor ones, criminals, extreme left/right, terrorists etc.), gets their memory wiped out, while whole biological body (organs taken away) gets replaced by robotic one and only the old brain remains in this new ghost shell being.

Quite possible with UBI taking place.

to 20% of the super rich. BUT billionaires like PTJ, Sam Walton..... not going to happen,most likely.
Plenty of super rich like IBD founder that helped so many people. Most riots are on west coat/certain big cities.....
