Falun Gong is a health Qigong and meditation practice which stresses honesty, compassion and character which evidently the Chinese government considers subversive.

The Falun Gong were the principal organizers of the pro-Democracy demonstrations in Tienanmen Square, the Communist government was the principal organizer of the subsequent slaughter of the protesters.

As you know, they are the same since the revolution in 1949. Are you inferring the population of a Billion Chinese are committed communists? As in all totalitarian countries, there is the ruling elite and there is everyone else. Not entirely different here, just more lax barriers to entry.
