He had a good reason though. He needed a distraction for the "other misconduct" he had committed. Apparently the content of his character wasn't quite up to snuff so he needed some skin color judgement.
False hate crimes should carry the same penalties as actual hate crimes. At the very least a charge of filing a false report, but that might be racist.
