You asked how building Trumps Wall affects Silicon Valley.
It doesn't but his whole immigration policy is an enigma.
This is the issue as it relates to Silicon Valley and H1B visas and entrepreneurship. It's actually very balanced showing both sides and who said what and who is concerned about what.

Secondly, his speech is from 8/31/2016. He has flip flopped on many issues already. For example he has taken a lot of his abortion rhetoric off his website.
And while his speech doesn't go into the details - the part about American jobs first is an attack on the h1b program which is what brings specialized talent to the US from other countries.

Because this dearth is simply not true, it's made up. It's just the usual garbage of corps not wanting to shell out for domestic talent. Source: I have a PhD in computer engineering, work for one of these big tech corps.I'm familiar with the supposed dearth of domestically educated engineers at all the various levels of the profession. If that is indeed true I don't grasp what people entering college are thinking.
That said, there's a little more to this which is pretty worrying. A lot of these big corps are truly international, and could just hire for their locations outside of the US. Expect to see non-US hiring ramp up big time if H1B and friends become a problem for them. Immigration-limiting moves could backfire pretty badly and result in permanent damage to US interests.

His policies on his website are dumbed down for the retail voter. The devil is in the details and nothing has been said. But the language is scary for the tech sector which needs labor like all sectors.
