It only applies to those who had secret meetings with Russians - meetings where the purpose was to get 'dirt', who lied about the meeting and then lied about what happened at the meeting.

I loved the argument trumps lawyer made about the meeting being ok because The Secret Service wouldn't have approved shady characters around Fredo,Than The Secret Service shot back that Fredo was not under SS protection and the meeting wasn't vetted by The SS lol
