So if you believe the residents of Mississippi earned their ability to pay for better schools and the like through their voting choices, then can we also apply this same reasoning to poor performing schools and poor economic conditions (insofar as the context of education and achievement are concerned) to Newark, Camden and other low performing areas of NJ?

We certainly do not have to cherry pick data to prove a point. As a matter of fact that is precisely how you come to a faulty conclusion.

To go back to my original statement, we have to look at distribution because not everyone has the same starting point or resources.

Why is it cherry picking? Its a legit comparison, you just don't like what it tells you.
