CIA factions and several other govt agencies (DIA, FBI, State Dept, etc) have had ongoing ties to al qaeda ops from the middle east to the entire war in the Balkans and even as recent as current Libya conflict.

Hmm, let me get that straight. The CIA still has contacts with Al-Qaeda but Osama died 10 years ago because he lost access to CIA provided medical treatment. And Osama lost his CIA medical privileges because of 9/11 but he actually did not do 9/11, the government did. But then the CIA punished Osama for what the government did while maintaining ties to Al Qaeda...while running psy-ops against Al Qaeda(according to Chris Matthews and you). Right? Did I miss anything? LOL, now it makes perfect sense

In other words you have absolutely no explanation why in your theories Osama lost his CIA provided medical treatment (and died) even though he did not do 9/11, why the CIA conducts psy-ops against Al-Qaeda while maintaining ties to Al-Qaeda (but not to OBL who lost his CIA health insurance in 2001) and why you were salivating when Chris Matthews said what everyone always knew and no one ever disputed.
