Limited to 50 outputs and maybe limited screen criteria useable on a screen
Metastock Xenith, the retail version of Reuters Eikon for USD150/month has a limited/hobbled number of screening criteria but broad geographical spread - does not include insider ownership/float in screen choices but the program carries this data. There may be a workaround on getting data not listed in Platform screening choices. Fabulous product for international equities - way better than eSignal.

Seem to remember it had float as a data point but maybe not in a way that it can be used for screening.
Yahoo carries free floats/Insider ownership for many markets - can be downloaded 1000 at a time into spreadsheet using https://groups.yahoo.com/neo/groups/smf_addin/info
