European broker for Ukrainian citizens

Ukraine got to the OFAC list. My USAbroker imposed a ban on transactions.
I look for the European broker not supporting the OFAC-sanction.

Requirements:
- opening of accounts for Ukrainian;
- access to trade in options on S&P-index (OEX, NDX, SPX)
- small size of the deposit ( <5000$ )

Ask Ameritrade and Etrade. Both are (once were and i guess still are) fairly friendly to internationals. Hope it helps!

look like IB. Who can say somethink (good or not) about this broker?

Place Trade will not accept non resident aliens. But the german/dutch introducing brokers of IB might:
