I would be the first to say that our interventions in the middle east, beginning with the first Gulf war, were ill-considered. Osama bin Ladin's anger at the US, which culminated in 9/11, was apparently stoked by our presence in Saudi Arabia. That is not to justify anything he did, but merely to point out that actions often have unintended consequences, particularly when we don't know what we are doing.

That said, the terrorism we are seeing in Europe and increasingly in the US has a different focus. As you point out, it is designed to assist in the establishment of the caliphate. Muslims colonists have invaded these countries under the guise of refugees and economic migration. Their immediate goal is to establish a separate enclave for muslims and to enforce rigid sharia law within it. Thus we get the no-go zones and the constant complaints about not respecting their religion. Then they attempt to expand their presence and influence, using both political and coercive tactics. As the muslim population becomes larger and more assertive, terror attacks increase, with the end goal of convincing the host governments and colonized population that their only option is power-sharing with the muslim community. This of course is only a way station to full dhimmitude in what was once their own country.

The UK seems well down this path, with London having a radical islamist mayor and many no-go zones throughout the country. The UK establishment seem eager to surrender and, as do the germans, seem to devote more police effort to suppressing patriotic opposition than to rooting out terrorists.
