ethics enforcement international

Enlightened self-interest and the social contract generally mean you can trust the financial industry with your money... provided, of course, you perform adequate due diligence.

Re:

Ethics are only enforced by churches and families... laws are what governments enforce.

IMHO it's a mistake to confuse ethics with laws. Unless you live in a theocracy... then try moving.

"Enlightened" self-interest would only make you an extension of an ideology different from that, in the current system.

Thinking you know the behind-the-scenes of someone is just wrong, only your own extension in the collective-unconscious-space could interact with that. Putting faith into the social contract like this is only an illusion.

As for what you said about a theocracy... that doesn't add up, laws are enforced as ethics (through propaganda) just as they would be in a theocracy. And a theocracy isn't a place where you can say laws are ethics, there will still be people who won't believe in the religion and therefore are only avoiding crime due to practical reasons.
