It's when the ES completes a 10 pt range intraday during regular trading hours, aka RTH10 or R10 for short.

Errr, I always thought the "R" stood for 'rule', as in "Rule of 10".

Alternatively, you could think of it as 'range', 'run', or 'reversal' ... all the same concept.
