Even if you get a hundred winners in a row, it's always IF it gets there.

Your target is slightly over the HOD, which means it has to make an extra effort to overcome resistance just to get a couple of extra ticks, i.e. you're way less likely to get to your target (within a reasonable time frame) and yet, if it breaks, you're shortchanging your trade with a too small target. The market doesn't care whether you entered at 19 or at 20 or what round number you've picked as your target.
