It's not done. Asia and Europe are going to react to this tonight/early tomorrow morning as well.
In the near future the markets will absorb it, realize it will take quite a while for this to wend it's way through both houses of Congress, and eventually be killed in the Senate. Then they will modify the rates where everyone is happy, and the sighs of relief will resound though the halls of the building on the corner of Wall and Broad street.
