ES was limit down during AH. Never has been during RTH that I am aware of.
Also every limit down on ES has paid very well for buying when it was at least since 2006.

Do I understand correctly that trading is not halted, but there's simply a up/down limit for the prices?
It seems like for trading to be halted, there has to be a halt in the cash SP500 index:

that is because it is easier to move the market at night with your cancels and less volume. if you have the ability to love the market at night and run stops then you have the knowledge that you did this do you have an informational advantage that you can mow buy the market because you know that you were just rynning stops. totally legal. most of the moves are searching for liquiditySeems stops are being ran outside of RTH vs RTH.
