71 is the midpoint of last week's trading, and earlier we did dip below the concentration of established value and have re-entered. So, a revisit to the highs (77s) is logical (and was the basis for my long trade that I am no longer in now). However, until it makes a move out of the range, it's still "in range" so I certainly wouldn't take a position and hope for the best. Need to see large time frame traders step in to push it out, and I can say with 90% confidence based on the relative volume that they are not active today yet (though an afternoon push may surprise). Smack in the middle of a range is not a place for OTF to operate.
