Prisons everywhere have thriving psychopathic cultures. Ancient Israel used to execute their psychopaths before they were grown. With no psychopaths they didn't even need a jail system. Perps were remanded to their victims to work off the crime and penalties.
The stupidest thing I see in the modern world is not diagnosing psychopaths early in their lives with subsequent very tight monitoring of their activities and whereabouts. If we did that, serious crime would be cut in half if not moreso. If they weren't jailed there wouldn't be a psychopath culture in our jails and people might actually be rehabilitated.
